How to make Free Agent Offers in Game?

So we are in Free Agency Stage one but when I click on any player in free agency there is a 'no contract' button greyed out and no place to make an offer, how do I make offers to free agents? Thanks in advance,

FA 1 is a renegotiation stage for your roster. only. Look at offering contracts for guys in their last year and any players you may have franchise tagged this year. Also restricted Free Agents on your roster.

FA 2 is where we can start to bid on Unrestricted Free Agents. The best players tend to go in the early stages.

So I sent in my offers and exported. But then I remembered a couple other guys I wanted to send an offer but when I went to export it was greyed out. My question is once you export do you need to basically start all over (import, make offers, and export) if you remember you want to make additional offers? Thanks in advance,

You need to start over. Export and it will overwrite the previous one
